中國共產(chǎn)黨第十八屆中央委員會第六次全體會議，于2024年10月24日至27日在北京舉行。

全會聚焦全面從嚴(yán)治黨（comprehensively strengthen Party discipline）的重大主題，審議通過了兩個重要文件－－《關(guān)于新形勢下黨內(nèi)政治生活的若干準(zhǔn)則》《中國共產(chǎn)黨黨內(nèi)監(jiān)督條例》。

會議公報表明了中共中央堅定不移推進(jìn)全面從嚴(yán)治黨的政治決心，開創(chuàng)了黨的建設(shè)新格局和新境界，也將“四個全面”戰(zhàn)略布局更加系統(tǒng)地提升到新高度。

黨中央權(quán)威 the authority of the CPC Central Committee

堅決維護(hù)黨中央權(quán)威、保證全黨令行禁止，是黨和國家前途命運所系，是全國各族人民根本利益所在，也是加強(qiáng)和規(guī)范黨內(nèi)政治生活的重要目的。

All Party members should firmly uphold the authority of the CPC Central Committee. Ensuring the authority of the CPC Central Committee and the proper execution of orders of the Party are concerned with the destiny of the Party and the state. They are also concerned with the fundamental interests of the people of all ethnic groups in China, and they are important purposes of strengthening and regulating intra-Party political life.

一個國家、一個政黨，領(lǐng)導(dǎo)核心至關(guān)重要。全黨必須自覺在思想上政治上行動上同黨中央保持高度一致。

A leading core is vital to a country and a political party, the entire Party should consciously maintain a high degree of consistency with the CPC Central Committee in thoughts, politics and actions.

黨的各級組織、全體黨員特別是高級干部都要向黨中央看齊，向黨的理論和路線方針政策看齊，向黨中央決策部署看齊，做到黨中央提倡的堅決響應(yīng)、黨中央決定的堅決執(zhí)行、黨中央禁止的堅決不做。

Party organizations at all levels and all Party members, especially senior cadres, should conform to the CPC Central Committee and CPC theory, path, principle and policy, as well as decisions made by the CPC Central Committee. Party organizations at all levels and all Party members should firmly follow what the CPC Central Committee advocates, firmly implement what the CPC Central Committee decides, and must not do what the CPC Central Committee prohibits.

黨的紀(jì)律 Party discipline

堅持紀(jì)律面前一律平等，遵守紀(jì)律沒有特權(quán)，執(zhí)行紀(jì)律沒有例外，黨內(nèi)決不允許存在不受紀(jì)律約束的特殊組織和特殊黨員。反對搞兩面派、做“兩面人”，反對弄虛作假、虛報浮夸，反對隱瞞實情、報喜不報憂。對領(lǐng)導(dǎo)人的宣傳要實事求是，禁止吹捧。領(lǐng)導(dǎo)機(jī)關(guān)和領(lǐng)導(dǎo)干部不準(zhǔn)以任何理由和名義縱容、唆使、暗示或強(qiáng)迫下級說假話。

Party discipline should be thoroughly enforced with no exceptions made for any organizations or members. Every individual or organization is equal before Party discipline and none enjoys any prerogative. The CPC opposes any act of duplicity or double-dealing, and it will not tolerate deception, exaggeration, hiding the truth, or reporting only good news while holding back the bad. Publicity regarding leaders should be based purely on facts and that boasting should be banned. Leading bodies or officials are prohibited from condoning, abetting, implying or forcing lies from their subordinates under any pretext.

民主集中制 democratic centralism

民主集中制是黨的根本組織原則。堅持集體領(lǐng)導(dǎo)制度，是民主集中制的重要組成部分，必須始終堅持，任何組織和個人在任何情況下都不允許以任何理由違反這項制度。各級黨委（黨組）必須堅持集體領(lǐng)導(dǎo)制度，領(lǐng)導(dǎo)班子成員必須增強(qiáng)全局觀念和責(zé)任意識，黨委（黨組）主要負(fù)責(zé)同志必須發(fā)揚民主、善于集中、敢于擔(dān)責(zé)，領(lǐng)導(dǎo)班子成員必須堅決執(zhí)行黨組織決定。

As an important part of the CPC's fundamental organization principle of democratic centralism, the collective leadership system must always be followed and should not be violated by any organization or individual under any circumstance or for any reason. Party committees at various levels must adhere to the system, leading officials should enhance their understanding of the overall situation and relevant responsibilities, and to resolutely enforce decisions made by Party organizations.

黨內(nèi)民主 intra-Party democracy

黨內(nèi)民主是黨的生命，是黨內(nèi)政治生活積極健康的重要基礎(chǔ)。黨內(nèi)決策、執(zhí)行、監(jiān)督等工作必須執(zhí)行黨章黨規(guī)確定的民主原則和程序，任何黨組織和個人都不得壓制黨內(nèi)民主、破壞黨內(nèi)民主。

Intra-Party democracy is vital to the CPC and is fundamental to a positive, healthy internal political environment. The Party's various responsibilities concerning decision-making, implementation and supervision must be done in accordance with the democratic principles and procedures stipulated in the Party Constitution and regulations. No Party organization or individual should suppress or undermine intra-Party democracy.

選人用人 promotion system

堅決禁止向黨伸手要職務(wù)、要名譽、要待遇行為。堅決禁止向黨組織討價還價、不服從組織決定的行為。任何人都不準(zhǔn)把黨的干部當(dāng)作私有財產(chǎn)，黨內(nèi)不準(zhǔn)搞人身依附關(guān)系。領(lǐng)導(dǎo)干部對黨員不能頤指氣使，黨員對領(lǐng)導(dǎo)干部不能阿諛奉承。

Requesting an official post, honor or special treatment is not allowed under any circumstances. Bargaining with Party organizations or disobeying decisions made by Party organizations is forbidden. No one should be allowed to consider Party officials as their private property,there should be no "personal favors" within the Party. Party officials should not act arrogantly before Party members, and Party members should not flatter officials.

權(quán)力監(jiān)督 supervision on power

監(jiān)督是權(quán)力正確運行的根本保證，是加強(qiáng)和規(guī)范黨內(nèi)政治生活的重要舉措。黨內(nèi)不允許有不受制約的權(quán)力，也不允許有不受監(jiān)督的特殊黨員。對黨員反映的問題，任何黨組織和領(lǐng)導(dǎo)干部都不準(zhǔn)隱瞞不報、拖延不辦。涉及所反映問題的領(lǐng)導(dǎo)干部應(yīng)該回避，不準(zhǔn)干預(yù)或插手組織調(diào)查。

Supervision is the fundamental guarantee for exercising power properly, as well as a crucial measure for strengthening and regulating political life within the Party. Unrestricted power or any unsupervised Party members are not allowed to exist within the Communist Party of China (CPC). Party organizations and leading officials must not hide violations of Party discipline and laws, or problems reported by Party members, and must deal with such issues in a timely manner. Leading officials involved in issues reported should not participate in, intervene or meddle with investigations.

反對腐敗 anti-corruption

禁止利用職權(quán)或影響力為家屬親友謀求特殊照顧，禁止領(lǐng)導(dǎo)干部家屬親友插手領(lǐng)導(dǎo)干部職權(quán)范圍內(nèi)的工作、插手人事安排。

In efforts to clean up Party politics, leading officials are banned from using their positions to seek benefits for friends and family. Family members and friends of leading officials will be banned from interfering in the work of leading officials, including personnel arrangements.

堅持無禁區(qū)、全覆蓋、零容忍，黨內(nèi)決不允許有腐敗分子藏身之地。

The Party will stick to the policy of "no restricted zones, full coverage and zero tolerance" in its fight against corruption. There will no longer be any place for corrupt officials to hide in the Communist Party of China (CPC).

黨內(nèi)監(jiān)督 intra-Party supervision

黨內(nèi)監(jiān)督?jīng)]有禁區(qū)、沒有例外。黨內(nèi)監(jiān)督要貫徹民主集中制，依規(guī)依紀(jì)進(jìn)行，強(qiáng)化自上而下的組織監(jiān)督，改進(jìn)自下而上的民主監(jiān)督，發(fā)揮同級相互監(jiān)督作用。

No prohibited zone or exception will be allowed in intra-Party supervision. Intra-Party supervision should be carried out in accordance with regulations and by observing the principles of democratic centralism, top-down organizational supervision, democratic supervision from the bottom to the top, and peer review or critique.

黨內(nèi)監(jiān)督的任務(wù)是確保黨章黨規(guī)黨紀(jì)在全黨有效執(zhí)行，維護(hù)黨的團(tuán)結(jié)統(tǒng)一，重點解決黨的領(lǐng)導(dǎo)弱化、黨的建設(shè)缺失、全面從嚴(yán)治黨不力，黨的觀念淡漠、組織渙散、紀(jì)律松弛，管黨治黨寬松軟問題。

The mission of intra-Party supervision is to ensure the Party Constitution, its regulations and code of conduct are enforced effectively; to maintain Party unity and solidarity; and, primarily, to resolve Party leadership enervation and slackness in Party building and governance as well as discipline slackening.

黨內(nèi)監(jiān)督的主要內(nèi)容是遵守黨章黨規(guī)和國家憲法法律，維護(hù)黨中央集中統(tǒng)一領(lǐng)導(dǎo)，堅持民主集中制，落實全面從嚴(yán)治黨責(zé)任，落實中央八項規(guī)定精神，堅持黨的干部標(biāo)準(zhǔn)，廉潔自律、秉公用權(quán)。

Intra-Party supervision should focus on Party members' observance of the Party Constitution and rules as well as the country's Constitution and laws, adherence to the centralized and unified leadership of the CPC Central Committee, official's integrity and self-discipline, and impartial exercise of official power.

領(lǐng)導(dǎo)核心 core of the leadership

All CPC members should closely unite around the CPC Central Committee with Comrade Xi Jinping as the core. Party members should become more aware of the need to uphold political integrity, keep in mind the bigger picture, follow the CPC as the core of the Chinese leadership and act consistently with CPC Central Committee policy. Party members should resolutely safeguard the authority of the CPC Central Committee and its central, unified leadership while pushing forward the comprehensive and strict governance of the Party. Together we must build a clean and righteous political environment, and ensure that the Party unites and leads the people to continuously open up new prospects for socialism with Chinese characteristics.
